Business Services Representative
JOB SUMMARY
The Business Services Representative (BSR) assists in developing and operating an employer relations program to increase the visibility and use of services offered by MassHire Cape and Islands Career Center to businesses in the Cape and Islands area. The BSR provides information on MassHire programs, local labor market statistics, wage information, applicant availability, training information and labor laws, as well as on programs offered through the state to assist employers in workforce development. The BSR, working in conjunction with the Staffing Executive, assists employers with their workforce development needs. Working in conjunction with the Staffing Executive, the BSR coordinates job fairs, employer round tables and other events to emphasize program services.
SUPERVISION RECEIVED
The Business Services Representative receives direct supervision from the Career Center Manager. Guidelines and policies cover overall duties. Instructions are given for unusual types of assignments. When regular duties are performed independently within policies, some latitude is expected.
SUPERVISION EXERCISED
The Business Services Representative provides no direct supervision.
MAJOR DUTIES
- The BSR assists in developing and operating an employer relations program to increase visibility and use of program services offered by MassHire Cape and Islands and for increasing employer memberships and employer engagement. Completes the membership recording process in MOSES.
- Is responsible for employer membership development. Recruits new members: through direct contact using Employer Assessment form to determine their human resources needs and how MassHire can assist them; networking at Cape and Islands events; and requesting referrals from satisfied members to their colleagues.
- Is responsible for retaining employer members. The BSR contacts active and inactive members to determine their needs and to identify the areas where we can be of assistance. If the member is inactive, the BSR finds out why the member is not currently using MassHire Career Center services and determines what we need to do to convince them to use us again.
- Provides employers, organizations, and chambers of commerce information on programs offered by MassHire, labor market statistics, wage information, training information labor laws and applicant availability.
- Enters employer job postings in the MOSES system, facilitates job matching and referrals in accordance with job order procedures when the Staffing Executive is unavailable or in need of assistance.
- Addresses employer questions and concerns in a timely manner and assists them in accessing our services.
- Working in conjunction with the Staffing Executive, the BSR coordinates job fairs, mass hiring events, employer round tables, employer workshops and other events to serve our employer members and members of the Cape and Islands community.
- Surveys local business needs and participates in workgroups with local businesses in order to develop innovative strategies for employment and training activities under WIOA.
- Works in tandem with the Market Maker to assist businesses in securing funding to reskill and upskill incumbent workers and to create talent pipelines to meet their workforce needs.
- May work with the area Rapid Response team to assist employers in mass lay-offs.
- Participates in regional Recruitment Solution Initiatives (RSI) as directed by the Department of Career Services to help targeted employers with hard to fill positions.
- Working in conjunction with the Staffing Executive, identifies hard to fill jobs and the skills essential to doing these jobs in each of the priority industry sectors on the Cape and Islands, through focus groups, surveys, one on one meetings, etc.
- Works closely with MassHire Career Center staff in the coordination and delivery of services and communications to the business customer.
- Working in conjunction with Staffing Executive, organize specialized recruitments/job fairs for specific industries whose hard to fill positions require the same skill set.
- Identifies area employers who would be receptive to having an intern, work experience trainee and/or on the job training trainee on staff, so we can establish work experience opportunities for our trainees.
- Ensures that all laws, regulations and policies are followed.
- Completes and submits reports as required by the Career Center Manager.
- Performs assigned duties in a professional and businesslike manner and in accordance with JTEC and Career Center policies and procedures.
- Promotes and supports JTEC, its management, employees and Board members in a positive manner both internally and externally.
- Performs other related duties and developmental tasks as required.

- Knowledge of local community resources, industry sectors and local labor market needs and requirements.
- Knowledge of human resources development methods.
- Knowledge of marketing and salesmanship techniques.
- Knowledge of employment and training law and policy, theory and practice.
- Ability to make effective presentations before large groups.
- Ability to analyze data and statistics and present the information in an effective and understandable manner.
- Ability to work both as a team player and independently using sound judgment.
- Ability to work and communicate effectively with employers, applicants and the general public.
- Ability to promote JTEC and MassHire in a professional and businesslike manner.
- Ability to maintain confidentiality and professional discretion.
- Ability to communicate effectively both orally and in writing.
- Ability to perform all duties with a minimum of supervision.
SUGGESTED TRAINING AND EXPERIENCE
Bachelor’s Degree in Business Administration, Communication or related field. Two years in human resources, employment recruitment or marketing or a combination of training and experience which demonstrates possession of the required knowledge, skills and abilities. Must have a valid drivers’ license and access to own transportation for field assignments.
PAY RATE
Full time, in person, 35 hours per week
Salary commensurate with experience $55,000 with great benefits!
